Both are playable, but Fated Return is really exciting to think about, to work with, to explore, while Pain Seer is just this guy that might go in some black aggro deck (but very likely wont and is just plain overrated due to his resemble to his far more charming cousin Bob)

Cards like Dictate of Erebos and Archfiend of Depravity wrack up the death triggers so Vein Ripper depletes life totals quickly
